If you open up a step file as text is there a setting telling you what the exporting cad software/translator used for a tolerance?

There should be an entry in the file that looks something like this:
#1277=UNCERTAINTY_MEASURE_WITH_UNIT(LENGTH_MEASURE(0.01),#1279,'','tolerance');
This defines the tolerance used when the file was exported. In this case the tolerance is 0.01
